What You Need to Know Before You Apply
What is the purpose of this trial?
In partnership with a local community college in in Omaha, Nebraska, the Center for Guaranteed Income Research (CGIR) at the University of Pennsylvania will conduct a randomized controlled trial to determine the impacts of a negative income tax for MCC students, with particular attention to educational and career advancement outcomes. The sample will include students in a degree-seeking program, as well as those in non-degree programs, such as those working towards professional certificates.
Are You a Good Fit for This Trial?
This trial is for MCC students in Omaha, age 18 or older, who are in their second semester of an associate's program or have completed certain credentials. Participants must have low income, filed for EITC or care for a young child, and meet college enrollment requirements.Inclusion Criteria
Timeline for a Trial Participant
Screening
Participants are screened for eligibility to participate in the trial
Treatment
Participants receive a negative income tax for a duration of one to two years, followed by a linear titration of payments for six months to one year
Follow-up
Participants are monitored for educational, career, and health outcomes
What Are the Treatments Tested in This Trial?
Trial Overview
The study randomly assigns eligible students to receive either extra financial support through a negative income tax or no additional support (control group) to see how this affects their education and career progress.

Experimental Treatment
Active Control
Students currently enrolled in a credential program at the community college will receive a negative income tax for a duration of one year followed by a linear titration of payments for six months
Students currently enrolled in an Associate's Degree program at the community college will receive a negative income tax for a duration of two years followed by a linear titration of payments for one year
These students will not receive the negative income tax
